About War Footing
War Footing is a turn‑based strategy title that places you in the role of a nation’s Minister of Defense. You oversee budgets, procurement, political ties, and force structure before any combat begins. Each turn equals one week, during which you source equipment, train units, and balance domestic and foreign politics.
The game offers eight distinct scenarios, each with its own starting conditions, resource limits, and enemy layouts. Battles unfold sector by sector, rewarding combined‑arms planning and an understanding of your opponent’s doctrine. Success hinges on the army you build before the first shot fires.
01 / THE GUIDE
Ministerial Command
You act as the Minister of Defense, controlling the national defense budget and procurement contracts. Decisions about equipment, training, and political stability are made before any fighting starts, shaping the army you will later command.
Your authority extends to managing diplomatic obligations and internal stability, both of which compete for the same financial resources. Ignoring these factors can lead to consequences that affect your ability to field forces later in the game.
- Compare budget allocations between domestic production and foreign purchases.
- Monitor political stability indicators alongside spending trends.

Eight Unique Scenarios
War Footing provides eight scenarios, each presenting different starting conditions, resource constraints, and enemy configurations. These variations force you to adapt your strategic approach for each playthrough.
Scenario differences affect how quickly you must mobilize, which equipment types are viable, and the political pressures you will face, ensuring each campaign feels distinct.
- Identify the scenario’s resource limits early to set realistic goals.
- Adjust unit composition to match the specific enemy layout.

Equipment and Unit Building
Over 180 equipment types—ranging from small arms to aircraft—are available, each with unique cost, capability, and availability. You raise and outfit units from company up to brigade level using these assets.
Choosing equipment involves trade‑offs; higher‑cost items may offer better performance but strain the budget, while cheaper options might limit combat effectiveness. Unit readiness depends on the match between doctrine and gear.
- Balance high‑tech gear with affordable, reliable options.
- Align unit doctrine with the strengths of selected equipment.

Domestic & Foreign Politics
Military spending is intertwined with diplomatic obligations and internal political stability. Both domestic and foreign politics draw from the same pool of resources you manage.
Neglecting political factors can trigger consequences that limit budget flow, affecting your ability to procure equipment or maintain unit readiness throughout the campaign.
- Track diplomatic commitments alongside budget changes.
- Prioritize political stability to keep funding steady.

Operational‑Level Battles
Combat resolves at the operational level, sector by sector, on a weekly turn basis. Outcomes depend on unit readiness, doctrine fit, equipment quality, and deployment choices made earlier.
The simulation rewards combined‑arms approaches and knowledge of enemy doctrine, making pre‑battle preparation critical to success in each sector.
- Deploy mixed unit types to cover multiple combat roles.
- Study enemy doctrine to exploit weaknesses.
