About Railway Empire 2
Railway Empire 2 places you in the early‑1800s as a railway entrepreneur, tasked with expanding a modest company into the continent’s largest network. You lay tracks, build bridges and tunnels, and operate 60 historic locomotives to move freight and passengers across expansive US and European maps.
The game offers a five‑chapter campaign, 14 standalone scenarios, a fully customisable Free Play mode, a construction‑focused mode, and online co‑op multiplayer. Six characters each have distinct strengths and weaknesses, while automatic signals, up‑to‑four‑track bridges and eight‑track stations shape your rail‑building strategy.
01 / THE GUIDE
Campaign and Scenarios
The built‑in campaign consists of five chapters that guide you through historic railway challenges while gradually introducing new mechanics. Each chapter builds on the network you created in the previous one, providing a narrative progression through the era.
Beyond the campaign, fourteen separate scenarios let you tackle specific objectives on either the United States or continental Europe maps. These scenarios present distinct goals without the overarching story, allowing focused play on particular challenges.
- Compare early‑chapter objectives with later ones to gauge how difficulty scales.
- Use scenario goals to experiment with bridge and tunnel placements before committing to the campaign.

Maps and Structures
Railway Empire 2 features two massive maps that cover the whole United States and continental Europe, plus additional detailed regional maps for more focused play. The size of these maps supports large‑scale network planning across entire continents.
Bridges can hold up to four tracks and train stations can expand to eight tracks, while signals are placed automatically. These structural limits give you flexibility when designing complex hubs and crossing busy corridors.
- Plan station expansions early to accommodate future traffic growth.
- Leverage four‑track bridges to cross high‑traffic areas without creating bottlenecks.

Characters and Strengths
Six distinct characters lead your railway company, each described with its own strengths and weaknesses. Selecting a character determines which particular bonuses or penalties apply to your early expansion and financial management.
Because each character influences the game in a unique way, you can choose the one whose strengths align best with the map or strategy you intend to pursue, whether that emphasizes rapid construction or strong finances.
- Match a character’s strengths to the region you plan to dominate first.
- Try different characters in separate scenarios to see how each affects your approach.

Free Play and Construction Modes
Free Play lets you set any difficulty and customise rules, providing a sandbox where you can test rail layouts without the constraints of a campaign narrative. Economic pressures remain, but you control the challenge level.
Construction mode lets you build the perfect rail network, so you can concentrate on route design, station capacity, and infrastructure placement.
- Use Free Play to trial high‑traffic routes before applying them in a scenario.
- In Construction mode, experiment with eight‑track stations to optimise passenger flow.

Co‑op Multiplayer
Railway Empire 2 includes online co‑op multiplayer, allowing you to collaborate with friends on shared railway projects. Players can work together on the same map, building tracks, bridges and stations in a coordinated effort.
Co‑op multiplayer lets you tackle the competition together with friends, so you can apply the same structural knowledge you build in single‑player.
- Coordinate bridge placements early to avoid later conflicts.
- Assign each player a different character to diversify strategic strengths.
