About Democracy 3
Democracy 3 puts you in charge of a virtual western industrialised nation, confronting issues such as crime, unemployment, national debt, terrorism and climate change. A custom neural network models each voter’s income, ideology, complacency and cynicism, creating a detailed political‑strategy experience.
The game uses an iconic UI that lets you drill down from broad policies to individual voter decisions, while built‑in mod tools and Steam Workshop support let you edit laws, economies and even whole countries without any coding. It runs on Windows, macOS and Linux.
01 / THE GUIDE
Complex Voter Simulation
Each citizen is assembled from a mixture of the 21 voter groups represented in the game, such as young, wealthy, liberal, conservative, socialist or religious. Their income, complacency and cynicism are tracked, and the blend of groups can shift as your policies change over time.
A focus‑group view lets you inspect an individual voter’s reasoning, showing which groups and issues drove their vote. This tool demonstrates how long‑term policy adjustments can move the nation toward different ideologies, such as religion, atheism, capitalism or socialism.
- Compare how a single policy affects multiple voter groups before committing.
- Use the focus‑group view to identify which groups are most sensitive to a new law.

Iconic User Interface
The UI presents issues as simple icons, allowing you to visualise connections between laws, policies and voter groups. By selecting an icon you can drill down through the chain of effects, for example from trade policy to GDP, then to unemployment, poverty and crime.
The visual layout makes it easy to see how a change in one area propagates through the system, helping both newcomers and veterans understand systemic consequences without parsing dense tables.
- Start with high‑level icons to map policy chains before adjusting details.
- Follow the icon connections to trace indirect effects of a law.

Extensive Modding Support
All policies, economic formulas and even entire countries can be edited with a spreadsheet or text editor. A comprehensive modding guide explains the process, and the Steam Workshop provides easy installation of community creations.
Modders can add new policies, change existing effects, or completely overhaul the political model while keeping the core game intact, and no programming experience is required.
- Back up original policy files before making large changes.
- Browse the Workshop for ready‑made scenarios that match your interests.
