About Cepheus Protocol
Cepheus Protocol drops players into an open‑world RTS where the Center for Epidemic Research and Control (CERC) battles a pandemic‑level virus across the Bay Area. Players must command land, sea and air forces while defending a mobile base on an aircraft carrier, lest its destruction end the game.
The title blends hardcore military combat with survival‑horror elements, offering single‑player play and up to sixteen‑player co‑op. Features include a doctrine‑tree progression, dynamic civilian diplomacy, and a line‑of‑sight AI that reacts to sight and sound.
01 / THE GUIDE
Pandemic Mode and Mobile Base
In Pandemic Mode the player’s headquarters is an aircraft carrier that serves as a mobile base of operations. The carrier can be destroyed, which results in an immediate loss, so defending it is essential.
The mode lets players adjust infected types and gameplay options, allowing custom scenarios. This flexibility lets you tailor the challenge to your preferred difficulty.
- Prioritize early defenses around the carrier to reduce the risk of a sudden loss.
- Experiment with turning off specific infected types to focus on particular tactical challenges.

Co‑op Multiplayer
The game supports online co‑op for up to sixteen players, sharing control of CERC operations. Teams can pool resources and coordinate tactics against the infection together.
Multiplayer is described as a true RTS/TPS hybrid, meaning players can experience both strategic and third‑person shooter elements while cooperating.
- Communicate resource allocations early to avoid duplication of unit production.
- Balance the team’s focus between land, sea and air forces for a well‑rounded defense.

Operator Control Modes
Players can command the battlefield either in third‑person shooter mode or by using the Operator as a hero unit within the RTS layer. This duality lets you switch between direct combat and strategic oversight.
Adapting strategies between these modes is encouraged, as each offers distinct advantages for surviving the infected swarms.
- Use third‑person mode for precise targeting of high‑value infected targets.
- Switch to RTS mode when managing large‑scale unit movements across the map.

Doctrine Tree Progression
A Doctrine tree provides a progression system where leveling up unlocks new support options, powerful weapons, and unique units. This system shapes how you expand your military capabilities.
Separately, characters improve their health and targeting efficiency as they gain experience through combat.
- Focus on unlocking support options early to bolster defensive capabilities.
- Compare weapon upgrades in the tree to determine which best fits your preferred playstyle.

Dynamic Civilian Diplomacy (Legacy)
Legacy content covers dynamic civilian diplomacy, a feature being rebuilt for a future update, allowing interaction with rogue civilian groups. Players can recruit, negotiate alliances, or defend against hostile factions, adding a political layer to the conflict.
Civilian evacuation, another legacy feature slated to be rebuilt, lets you manage who lives or dies via an administration structure, influencing the world’s reputation and events.
- Weigh the benefits of recruiting civilians against the risk of hostile factions turning against you.
- Use preset templates for evacuation decisions if you prefer a quicker resolution.
